See now a discussion in the F.M.S.

Federal Council on the 13th of December (pages 50 &

51 of the enclosure to No. 3 on 2904 8/27 Malay

States).

The Post Office letter seems to imply that

it is possible for the Straits or Hong Kong and

China by mutual agreement, to disregard the provisiona

of Article 34 (3) of the Stockholm Postal Union

Convention.

Mr.Choo Kia Peng's remarks in the Federal

Council, however, seem to show that the Straits and

Chinese Governments regard the Convention as

prohibiting the practice of clubbed packets absolutely.

seems a pity that the system should have to be

scrapped if, as implied in the Post Office letter,

there is a way round it. It is accordingly a matter

for legal consideration whether there is any way of

getting round Article 34 (3) of the Convention.

I annex a copy of the Convention, but I

have not yet been able to obtain a copy of the Straits

agreement referred to in my minute of 5/4. Before

referring to such an agreement, therefore, it would be

well to make sure that my recollection as to its

containing a section dealing with the system, was

correct.
